Arise means:

begin

appear

occur

come to notice

It is used mostly with abstract nouns as subjects.

  • An argument arose about the quickest way home.
  • A situation has arisen that makes it impossible to travel.

Rise means to get higher or come/go up

  • House prices kept rising.
  • The Sun rises in the east and sets in the west.
  • I don’t mean to raise your hopes, but …….

Arise and rise are irregular verbs.
